Apartment Building Charges in Albania: An Owner Checklist

A rental apartment is not operated in isolation. Lift service, hallway cleaning, lighting, gates, water pumps, common-area repairs, and the building administrator's work may all affect the owner and tenant. These costs and responsibilities deserve the same attention as the apartment's interior.
Ask for a written picture of the building
Before buying or renting out a unit, ask who administers the building, how owners are contacted, how charges are decided and collected, what is currently due for this unit, and whether any significant works are planned. Ask for supporting records rather than relying on a verbal monthly figure. A low current payment may simply mean major repairs have been postponed.
Separate three types of cost
First are routine shared services such as cleaning and lighting. Second are periodic repairs to equipment or common areas. Third are extraordinary projects, which may require a separate owner decision and contribution. An owner budget should reserve for all three. If a tenant is expected to pay a charge, the lease should state which charge, how it is evidenced, and who remains responsible if it is unpaid.
Check the day-to-day operating rules
Confirm lift reliability, entry fobs, parking access, waste arrangements, rules for short-stay guests, and the contact for urgent common-area failures. For a short-term rental, these practical constraints can matter more than the apartment's décor. For a vacant home, a local manager needs permission and a way to access the building when an issue is reported.
Keep the administrator's contact, payment receipts, meeting notices, and repair decisions in the owner file. If the legal status of a shared area or an owner's obligation is disputed, ask an Albanian lawyer to review the documents.
