Buying an Apartment in Albania With a Mortgage: LTV and Income Checks

A listing price is only one part of a financed purchase. Before paying a reservation deposit for an apartment in Tirana, Durres, or elsewhere in Albania, a buyer needs to know how much a bank is willing to lend against the bank's assessed property value and whether the proposed repayments fit verified income.

Two ratios to understand

Loan-to-value (LTV) compares the proposed loan with the value used by the lender. Debt-service-to-income (DSTI) compares required debt payments with income under the lender's rules. The Bank of Albania's May 2025 decision introduced upper limits for these ratios on residential real-estate loans, differentiated by property and currency. The bank, loan type, borrower, valuation, and current regulation determine the actual offer; an advertised maximum is not a preapproval.

Calculate the cash gap before committing

Ask the lender for a written illustration showing the deposit it expects, the property valuation process, interest-rate basis, repayment schedule, fees, insurance requirements, currency, and conditions for final disbursement. Then add transaction costs, furnishing, repairs, and an emergency reserve. If the bank values the apartment below the agreed price, the buyer may need more cash even if the nominal percentage sounded comfortable.

A buying sequence that reduces surprises

  1. Discuss eligibility and documents with at least one lender before choosing a property.
  2. Show the exact unit and title papers to an independent Albanian lawyer and the bank.
  3. Make any reservation or preliminary agreement conditional on clearly defined financing and document checks where your lawyer advises it.
  4. Keep money for completion, registration, and initial operation separate from the mortgage deposit.
