New-Build Apartment Snagging in Albania: A Room-by-Room Handover

A new apartment may look complete in a photograph while plumbing, drainage, ventilation, windows, or access still needs work. Snagging is the structured inspection before the buyer accepts the practical handover and before a tenant or guest is invited in.

Compare delivery with the contract

Bring the agreed specification, plans, change notices, and a phone or camera. Record each room and the shared access route. Confirm the delivered unit, floor, usable layout, doors, windows, balcony, floor finishes, paint, fixtures, and any parking or storage rights against the documents. Note where an inspection is impossible because equipment is not connected.

Test, do not only look

Open and close windows and doors; test locks, sockets, lighting, hot and cold water, drains, heating and cooling, intercom, and any appliances included in the sale. Check visible moisture marks and seals. Photograph meter numbers and readings. Inspect lift, stairwell, entrance, access fobs, and the route to the property. Have a qualified electrician, plumber, or engineer assess anything technical or unsafe; a visual checklist is not a structural certificate.

Keep a defect register that can be closed

For each issue record the room, date, photograph, description, person responsible, agreed correction date, and reinspection outcome. Distinguish a cosmetic item from a defect that prevents safe use. Agree in writing how outstanding items affect handover or payment; the buyer's lawyer should advise on contractual rights and deadlines.
