Buying an Off-Plan Apartment in Albania: Milestones to Verify

An off-plan apartment is a promise to deliver a specific unit in a future building. Attractive renders and a projected completion date are not enough to evaluate that promise. Buyers should separate four questions: can the project be built as described, what exactly is being purchased, when is money due, and what happens if delivery or registration changes.
Verify the project with an independent professional
Ask an Albanian lawyer to review the developer's identity and authority, land and project documents, the relevant construction permit, and any amendments. Albania's Territorial Development Agency explains the e-Leje permit system and the electronic permit process. A permit reference should be checked against the actual project and unit; its existence alone does not prove that every contractual promise is protected.
Put the apartment specification in the agreement
Identify floor, orientation, measured area and the method of measurement, balcony, parking, storage, finishes, services, and shared amenities. Keep dated plans and an agreed process for design changes. If a developer says a sea view or parking right is included, ask how it will be described in the contractual and final registered records.
Match payment to evidence
Your lawyer should test deposit and instalment dates against objectively verifiable milestones, remedies for delay, and the route from handover to registration. Request written evidence at each stage. Do not confuse possession of keys with a completed, registered ownership transfer. Budget for fit-out, utilities, building charges, and a defect reserve in addition to the purchase price.
Before accepting handover, arrange a room-by-room snagging inspection with a qualified technical professional. Keep defects, photographs, agreed remedial deadlines, and a final sign-off record. If the unit will be rented, plan the operational handover only after the legal and technical questions are resolved.
