How to Transfer an Electricity Contract After Buying in Albania

An apartment can have the keys and still be operationally unfinished. One of the most common handover gaps is an electricity account still held in another person's name, with an unclear balance or meter reading. Solve that before a tenant or first guest arrives.

Confirm what actually exists

At the property, photograph the meter number and dated reading, then compare them with the account or invoice shown by the seller or building manager. Record whether the unit has its own meter and whether any shared-building electricity is billed separately. Ask for the most recent invoice and proof of settlement, but do not assume a screenshot alone establishes that all charges are clear.

Use the official name-change route

OSHEE's change-of-name service covers changes to the electricity contract holder based on ownership or rental documents. Its page lists supporting documents for different cases, including ownership records and a current invoice. Requirements vary with the existing account holder and transaction history, so check the case that matches your property rather than copying another owner's paperwork.

Put a utility schedule in the handover

The sale or management handover should identify the account number, meter, last agreed reading, who pays charges up to that reading, who submits the OSHEE request, and who follows it through. If the property will be rented, decide whether the electricity contract remains with the owner or is moved under the tenancy terms. Put the answer in the lease and condition record.

For an overseas owner, nominate a person to receive account notices and keep both the submitted application and final confirmation. A stalled transfer is easier to resolve when the original documents, dates, and reference numbers are together.
